Luxembourg Teams Up with Mistral AI to Boost Digital Transformation

Luxembourg has entered into a high-profile strategic partnership with Mistral AI, a
rapidly rising star in Europe’s artificial intelligence sector. The deal aims to fast-track the
Grand Duchy’s digital transformation while ensuring strict control over national data
assets, the government announced on Tuesday.


As part of the agreement, Mistral AI will establish a physical presence in Luxembourg
and collaborate closely with government bodies, public research institutions, and the
Luxembourg Armed Forces. The joint projects will emphasise AI systems that prioritise
data sovereignty, with all infrastructure hosted within the country.


The partnership was signed by Prime Minister Luc Frieden alongside several key
ministers overseeing defence, the economy, digitalisation, and research.
“This is a key milestone in Luxembourg’s ambition to lead in the sovereign data
economy,” said PM Frieden. “It’s about building European AI with a Luxembourg
signature. The real game-changer isn’t just developing the tools, it’s integrating them
into everyday life, across public services, business, and government.”


The Ministry of Defence has also signed a direct contract with Mistral AI to develop
artificial intelligence capabilities for military use. Other planned AI solutions will support
digital governance and streamline public service delivery, leveraging data held by the
state.


Crucially, every system developed under the agreement will run on-premises in
Luxembourg. This local hosting model is central to the government’s data protection
and cybersecurity strategy.
“The golden thread in this collaboration is Luxembourg’s data sovereignty,” the official
government statement stressed. “By keeping everything in-country, we guarantee
exclusive state control over sensitive information.”


Arthur Mensch, CEO and co-founder of Mistral AI, said the alliance underlines a shared
vision for European tech independence.


“We’re proud to be part of Luxembourg’s journey,” he said. “This is about AI serving not
just innovation, but the uncompromising protection of state data.”
Mistral AI, founded in 2023 and based in Paris, has quickly positioned itself as a
European AI powerhouse. It focuses on building powerful large language models and
the infrastructure to support them. With a current valuation of approximately €5.8 billion
following a massive €600 million fundraising round in 2024, the company has already sealed

partnerships with tech giants like Microsoft and financial institutions such as BNP
Paribas.

Its open-source and proprietary tools, including models like Mistral 7B and Mixtral; are
part of a broader European effort to build competitive, homegrown AI alternatives to
dominant US-based platforms.With this new partnership, Luxembourg is not just adopting AI, it’s helping shape its
future.
