Luxembourg Receives €58 Million in EU Recovery Funds

Luxembourg has received a fresh injection of €58 million in EU grants, marking the
country’s second payment under the bloc’s flagship Recovery and Resilience Facility
(RRF), the financial backbone of the NextGenerationEU programme.

The funds were disbursed after the European Commission confirmed that Luxembourg
had met key reform and investment milestones outlined in its national recovery plan.
The country had formally submitted its second payment request on 18 December 2024,
covering progress in areas such as skills training, affordable housing initiatives, and the
development of secure quantum communication infrastructure.

Also included in the progress report were major investments in transport electrification,
digitization of public services, healthcare enhancements, and expanded housing
support.

Following a positive assessment published by the Commission on 2 May 2025, and the
green light from the EU Council’s Economic and Financial Committee, the funding was
approved and released.

Luxembourg’s entire recovery strategy is backed by €241 million in EU grants. So far,
€90 million has been paid out, accounting for 37% of the total allocation, with 57% of the
planned milestones and targets already achieved.

As with all EU member states, funding under the RRF is performance-driven, meaning
that disbursements are tied to concrete results in implementing agreed reforms and
investments.
